Man Arrested for 2009 Shooting Incident

A St. Thomas man was arrested Wednesday and charged in an incident that occurred almost two years ago, the V.I. Polie Department reported Friday.

The suspect, 19-year-old Winston Carter, was arrested shortly after 1 p.m. Wednesday and charged with first-degree assault and reckless endangerment.

According to the police, Carter fired a single shot that struck the window of moving vehicle in August 2009. The two passengers in the vehicle, a man and his infant son, were injured by the shattered glass.

Police said the victim, who was 38 at the time, was driving on Kronprindsens Gade when he saw Carter pull a handgun from his waistband. The victim pulled his vehicle to the side of the road just as Carter fired a shot, hitting the windshield and injuring both occupants.

Bail for Carter was set at $85,000. He was remanded to the Bureau of Corrections pending further court action.

The department’s release Friday announcing the arrest did not specify why the action came almost two years after the event.
