Police Arrest Suspect in Jan. 19 Castle Coakley Shooting

The V.I. Police Department on Tuesday arrested David Semper, age 22 of no fixed address, charging him in a shooting that took place Jan. 19 in Estate Castle Coakley.

According to the police, Semper is charged with first-degree assault, first-degree reckless endangerment, aiming or discharging a firearm, carrying or using a dangerous weapon, and conspiracy.

Three people were injured in the shooting.

Semper was arrested without incident at 10:15 p.m. July 21. Bail was set at $200,000. Unable to post bail, he was turned over to the custody of the Bureau of Corrections pending his advice of rights hearing.

St. Croix District Chief of Police Sidney Elskoe commended the detectives of the Criminal Investigation Bureau, led by Commander Lieutenant Naomi Joseph, for their tenacity in investigating the shooting and obtaining the warrant. Elskoe also encouraged the community to submit tips to the VIPD to solve open crimes.

“We always say to say something if you see something. By doing so, you can do your part to keep our community safe,” Elskoe said.
