The committee will receive testimony on the operations of the Virgin Islands Department of Property and Procurement including but not limited to enabling law and jurisdiction, current department challenges, and plan of action to resolve challenges.
BLOCK II
11:30 A.M. – 1:00 P.M.
The Committee will receive testimony concerning:
Bill No. 35-0014 — An Act posthumously honoring and commending Wayne “Facts Man” Adams for articulating and bringing events of historic significance to the people of the Virgin Islands, by naming the bridge at the Nadir intersection on the islands of St. Thomas the Wayne “Facts Man” Adams Bridge.

Update and discussion on the Virgin Islands Housing Authority’s 2024 Annual Plan in advance of the Sept. 5th deadline for public comment.

BLOCK I
10 – 11:30 a.m.
Agenda:
Testimony and updates from the 175th Emancipation Commemoration Committee. Specifically, their report on this year’s celebration to include triumphs, failures, improvements, budget, expenditures, etc. To receive updates on the archival and digitization process and projects currently underway. The committee would like to know what the plan will be for rest of this year and what needs the ECC has identified to assist in expanding the celebration and awareness.
BLOCK II
11:30 a.m. – 1 p.m.
The committee will be receiving updates on the status of horse racing in the territory. This update will include, but is not be limited to, facilities construction, funding allocations, projected timelines, achievements, challenges, potential opportunities and prevailing needs.
BLOCK III
1 — 4 p.m.
The committee will be receiving testimony on following bills, presented for consideration:
Bill No. 35-0073 — An Act amending Title 32 of the Virgin Islands Code to establish powers and duties for the horse racing commissions for each district and relating to antidoping of racehorses to provide for regulation by district and joint horse racing commissions.
Bill No. 35-0083 — An Act amending Title 32 of the Virgin Islands Code, chapter 11, subchapter I, section 201 to establish separate horse racing commissions for each district.
