Suspect Arrested in Pennyfeather Murder

Ronald E. Bogan, also known as Indu, age 19, was extradited from Puerto Rico on Thursday and arrested on St. Croix, charged in the Feb. 2 shooting death of Wellington Pennyfeather Jr. in Frederiksted.

Major Crime Unit detectives said Bogan fled to Vieques following the shooting of Pennyfeather. On Feb. 12 detectives issued an arrest warrant for the suspect.

According to earlier reports, police believed Pennyfeather had an argument with one or more people at the Frederiksted Vegetable Market on Feb. 2 and was shot as he ran from the area.

Bogan was charged with first-degree murder, first-degree assault, third-degree assault, first-degree robbery, unauthorized possession of a firearm during the commission of a crime of violence, failure to report firearms obtained outside or brought into the Virgin Islands, possession of ammunition, first-degree reckless endangerment and unauthorized possession of a firearm within 1,000 feet of a school zone.

He was held without bail and remanded to the Golden Grove Adult Correctional Facility pending further court action.

Detectives collaborated with the Vieques Police Department, the Puerto Rico Police Department, Home Land Security, and Immigration and Customs Enforcement officers to effectuate this arrest.
