Dear Source:
Seems like this VI constitutional convention is trying to define 'native Virgin Islander' in an effort to exempt some people from property tax. Does this exempt them from paying income taxes, too? Can the bad boogiemen continentals form their own constitution (after all, the continent does own this territory, and Donna Christiansen makes sure we get a generous cut of the continental pie even though most continentals couldn't point us out on a map.)
