“There can be no doubt that Willis is the man for the job," Hill said. "He has shown himself to be a leader and a man unafraid to take bold action. He will be an invaluable asset as we work towards a building a Legislature that is effective and respectful, and a Legislature which gives quality service to the people of the Virgin Islands.”
Raised in Savan and a product of the Virgin Islands’ educational system, Willis earned his undergraduate degree from Morgan State University of Maryland, after which he returned home in l98l. Willis taught at Wayne Aspinall Junior High School before joining the Bureau of Internal Revenue in l983. He moved up through the ranks, becoming Director of the Bureau in 2000.
