Education Funds Returned – Not Again

Dear Source:
It is utterly ridiculous! I mean, Jane E. Tuitt School is in shambles, for starters. The Education Dept. is always citing lack of funding for many of its department's inadequacies. And all the Department can say is that "it is a work in progress" and that they are "make improvements." Appalling, I say.
If they don't have competent people working in the Department, then they need to fire them and hire ones that are willing and able to write the proposals requesting these funds that are notoriously needed. There is no way money should be going back to the Treasury Department year after year. It's downright shameful! How hard is it to spend money when there's actual abundant need for it?
