State AGs Press HHS To Restore Tip-Sharing in National Human Trafficking Hotline

A bipartisan group of 41 attorneys general is urging the U.S. Department of Health and Human Services to ensure the next operator of the National Human Trafficking Hotline promptly shares tips with local law enforcement — a move they say is vital to dismantling trafficking operations and recovering victims.

In a letter sent April 15 to HHS Secretary Robert F. Kennedy Jr., the coalition of attorneys general, including Virgin Islands Attorney General Gordon C. Rhea, criticized the current Hotline operator, Polaris, for failing to forward third-party tips about adult victims in a timely manner. According to the press release issued Tuesday by the Virgin Islands Justice Department, the delay in reporting such information undermines law enforcement’s ability to act quickly and effectively in trafficking cases.

“Timely tips from trusted sources are essential for law enforcement to intervene in human trafficking cases and reach victims in need,” Rhea said. “When organizations like Polaris withhold critical data, it undermines the impact of the National Hotline. As we approach the contract’s renewal, we call on the Department of Health and Human Services to help restore the Hotline’s full potential – because every missed report is a missed chance to save a life.”

Since 2007, Polaris has managed the Hotline using federal funds. The attorneys general contend that the organization’s failure to consistently report third-party tips – such as those from concerned citizens, transportation workers, or hotel staff – is contrary to its stated mission and congressional intent. They emphasized they are not seeking disclosure of calls from victims who explicitly request privacy, but they insist that tips from others must be reported without delay, according to the press release.

“To be clear, we are not asking that the Hotline report calls from victims who say they do not want their call reported,” the letter states. “But we are asking them to send us the tips they get from anyone other than the victim. We are asking for the tips from the trucker who sees suspicious behavior on the road, the flight attendant who notices something unusual in the airport, the front desk clerk who sees something that does not make sense at their motel, or the citizen who sees the same woman being abused at the corner market week after week. Those tips matter, and reporting those tips can save lives.”

The attorneys general expressed concern that the Hotline’s effectiveness is compromised if public reports are not passed along swiftly. They pointed to HHS’s current notice of funding opportunity, which requires applicants to submit a law enforcement coordination plan. The coalition urged HHS to ensure that the next grant recipient meets that requirement with full commitment to cooperation, the press release stated.

Led by Attorneys General Lynn Fitch (Miss.), Kathy Jennings (Del.), Liz Murrill (La.), and Aaron Ford (Nev.), the letter was signed by AGs representing nearly every state and territory, reflecting widespread agreement on the importance of federal-state collaboration in the fight against human trafficking, the release stated.

Fundamentals of “Marine Service Technology” Training Launches in St. Croix

Future Job Skills of Tomorrow Inc. (FJSOT) has launched an innovative pre-apprenticeship OJT initiative aimed at preparing young men and women for careers in the marine industry. FJSOT’s President, Reuben Fenton, is reimagining the future of marine education by presenting pre-apprenticeship classes within a marina facility designated for on-the-job training (OJT).

The “Marine Service Technology” training program is in collaboration with the St. Croix Marine Center facility and based upon a unique curriculum developed by the American Boat & Yacht Council. Fenton stated that “… Our fundamentals of boating mark the beginning of a new era of career development for future marine professionals, however, this training program would not be possible but for the grant writing skills of Eleanor Johannes, FJSOT’s Financial Manager, who drafted the proposal, guided us through the application process and secured funding from the U.S. Department of Interior.” 

This federally funded program is thriving with its first group of trainees as of March 10, 2025.

Gallows Bay once served as a hub for fishermen, conch divers and recreational boaters; today, it is the main port for the Town of Christiansted, the St. Croix Marine Center facility, and the OJT program. According to Chris Hanley, owner of the marine facility, “…When I was approached by Mr. Fenton to collaborate in the creation of an OJT program, it was a no brainer, this is a promising solution and offers our young people an opportunity to find a lasting and prosperous career in an industry they are surrounded by.”

The pre-apprenticeship training program includes the knowledge of environmental sustainability—key pillars of today’s modern maritime industry. Ensuring the trainees are well prepared for real world challenges, the program will provide in-depth knowledge of boating and workplace safety, boating and OSHA regulatory requirements, safety procedures, CPR, first aid and fire safety. They will learn about the marine industry, boat maintenance, and the many marine systems onboard today’s complex vessel. This includes marine engines and propulsion systems, electrical systems, and plumbing, making trainees with this basic core skill set employable in the marine industry.

FJSOT is a local, accessible, and federally sponsored program headquartered at the Frederick Center Annex, Christiansted. A series of in-person pre-apprenticeship classroom courses will be conducted by various marine professionals at the office complex. Senator Hubert Frederick, an early supporter of FJSOT, enthusiastically said, “… I am excited about the work FJSOT is doing for our young people in the community. This opportunity to work in the marine industry can pave a bright future for them in terms of job security and stability. 

Thanks to the Department of Interior, and our network of local sponsors, trainees on St. Croix who would have faced financial barriers to skill training are provided the opportunity to receive this comprehensive classroom and OJT training at a fully subsidized cost.

The inaugural class of five male & female trainees runs through Oct. 20. This eight month program is designed to foster an environment of empowerment and professional growth, providing an exciting ‘Live, Work & Learn’ experience. Due to FJSOT’s Affiliated School training status with the ABYC, a specialized curriculum was offered for its pre- apprenticeship classroom training and OJT hands-on learning to ensure that every student, regardless of background, receives the support needed to thrive in the maritime sector.

Mr. Fenton states he will continue to build industry partnerships and seek funding opportunities federally and locally to ensure access to high-quality workforce training in the Blue Economy, The marine industry especially, is part of Vision 2040 strategy to diversify US Virgin Islands economy, of which Governor Albert Bryan promoting, and indicate in his recent 2025 Seatrade release about creating jobs.

Constitutional Convention Tuesday Night

The VI Sixth Constitutional Convention announces the first meeting for the Standing Committee on Education & Public Information to begin planning the educational outreach initiatives for the Convention. These meetings are open to the public and media, and community members are encouraged to attend and engage in the discussions that will shape the future governance of the Virgin Islands.

The Standing Committee on Education & Public Information is responsible for:

● Educating the public on the role of the VICC, the purpose of a Constitution, and the need for a Virgin Islands Constitution

● Educating the public on the Constitution adopted by the VICC, after submitting the proposed Constitution of the Virgin Islands to the Governor of the Virgin Islands VICC Standing Committee on Education & Public Information’s First Public Committee Meeting

The VICC Standing Committee on Education & Public Information will hold its first meeting for planning and accepting public input on the items of jurisdiction. The Committee’s Chairman, Delegate Devin Carrington, will lead the meeting, discussing the Committee’s responsibility to executive relevant initiatives. The meeting particulars are as follows:

Department of Education Issues Addendum I for 21st Century Community Learning Center Grant Opportunity- Second Pre-Application Technical Assistance Workshop

The Virgin Islands Department of Education (VIDE) has issued Addendum I to RFP-VIDE-2025-002 under the Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) grant program. This update reaffirms VIDE’s commitment to providing robust out-of-school-time learning opportunities and includes important clarifications for applicants seeking funding to support the creation or expansion of before-school, after-school, and summer community learning centers in the St. Thomas-St. John and St. Croix Districts.

VIDE continues to invite eligible Virgin Islands Government agencies, non-governmental organizations, nonprofit community-based groups, and faith-based organizations to apply for this competitive subgrant opportunity. Proposals should aim to provide academic, artistic, cultural, and enrichment programming designed to meet core academic standards for school-aged children.

Bryan to Speak at Sustainability Summit in St. Kitts and Nevis

With less than two months left before the start of the 2025 Global Sustainable Islands Summit co-hosted by Island Innovation and the Government of St Kitts and Nevis, preparations are well underway across the Twin Islands. The summit includes specialized Forums aimed at empowering island communities and highlighting local projects having a global impact: the Island Youth Forum (May 25-26, St Kitts), Geothermal Energy Forum (May 26, Nevis), and the 1st Forum on Access to Climate Finance for Sub-National Island Jurisdictions (May 30, Nevis).
