Mercy Corps is a non-religious, non-profit and non-governmental international humanitarian organization.

Mercy Corps is seeking a consulting firm with expertise in Architectural, Civil/Structural Engineering, and Mechanical, Electrical & Plumbing (MEP) Engineering. This engagement is part of the Caribbean Resilience Initiative, PRIME Programme, aimed at enhancing the capacity of community centres to serve as Resilience Hubs during disasters. This Project is being implemented across 2 phases. Phase 1 has already been completed and included Condition Assessment and Conceptual Design of the site. The following summarizes Phase 2:

PHASE 2

  • Final design and development of construction tender documents
  • Construction supervision โ€“ provision of construction inspection and monitoring during construction to ensure quality construction in accordance with the design and technical specifications

This Tender Notice pertains to Phase 2 of the Project. The selected firm will be responsible for delivering the final design, preparing construction tender documents, and providing construction supervision to ensure that all works are completed in accordance with the approved design and technical specifications. These services are essential to meet the requirements for establishing a Resilience Hub under the Caribbean Resilience Initiative, to be implemented at the Creagh House, home of the St. Croix Foundation in Christiansted Town, St. Croix. Phase 2 is expected to commence by August 1, 2026.

Based on the prescribed scope, firms should have a team of experts with the following minimum requirements:

  • Design Architect: Minimum of 10 years of general working experience, including 5 years in architectural design. Must be a Registered Architect.
  • Electrical Engineer with a Minimum of 10 years of general working experience, including 5 years in civil/structural engineering design. Must be a Registered Engineer.
  • Design Engineer Minimum of 10 years of general working experience, including 5 years in electrical engineering design. Must be a Registered Engineer.
  • Renewable Energy Specialist Minimum of 10 years of experience in renewable energy design, particularly solar PV systems. Must be registered with a relevant professional body.
  • Computer-Aided Design (CAD) Expert. Must have a minimum of 7 years of general working experience, including 5 years using CAD software like AutoCAD in preparation of design drawings.

Firms interested in submitting a bid should request the Intent to Bid Forms via email at criprocurement@mercycorps.org.

Completed Intent to Bid Forms must be submitted to Mercy Corps no later than 9 June 2026 at 11:55 p.m. (local time). Forms should be emailed to criprocurement@mercycorps.org with the subject line: โ€œSR2219610735 – VI00Hiring a consulting firm for the provision of Final Design and Construction Supervision for RH in Saint Croix, USVI.โ€

Following the closure of this Tender Notice period, the Request for Proposal (RFP) package will be issued to firms who submitted an Intent to Bid Form.

Special Notice

Mercy Corps uses the SAP Ariba platform as its source to pay system. Suppliers are encouraged to register on the Ariba Commerce Cloud or log in using their existing Ariba Commerce Cloud account username and password in order to access the RFQ/RFP and submit their proposal/bid. Suppliers who are not able to register or access the system will receive the tender via email or hardcopy and be able to submit via email.
