
The Virgin Islands Public Finance Authority joins the community in extending heartfelt condolences to the loved ones of Amedeo I. D. Francis Jr., who led the Public Finance Authority from 1993 through 2002.
Francis served in various leadership positions with the Government of the Virgin Islands, including the Public Finance Authority. His knowledge and expertise working as an economist in both the private and public sectors was instrumental in leading the authority during the acquisition of the West Indian Co. from Danish interests.
During Francis’ tenure with the authority, he served as the director of finance and administration and was the first vice president and treasurer of the Tobacco Settlement Financing Corporation, a subsidiary of the Public Finance Authority.
Drawing on his education from the Inter-American University in Puerto Rico and the London School of Economics, as well as his experience serving in Puerto Rico’s Economic Development Administration, the Securities Corporation of Puerto Rico and advising the then governor of Puerto Rico, Francis led efforts to issue bonds and acquire loans to fund various capital projects, including schools and healthcare facilities, for the benefit of the People of the Virgin Islands.
“Mr. Francis was one of the early leaders of the PFA and was instrumental in the development of the PFA and its mission during its formative years. His acumen and vision resulted in many successful financings and acquisitions, which continue to reap benefits to this day. The board of directors, management and staff of the PFA pays homage to Mr. Francis who served the PFA for several years with honor and distinction.”
