Since the signing of the first memorandum of understanding resulted in the borrowing binge and gross overspending since 1999, it is frightening to consider the possibilities of another MOU or lack of a financial control officer.
The governor is terrified of the spectre which an external manager of federal funds would be.
Why not have an officer to distribute the checks from which the federal funds are disbursed. The main problem has been that the V.I. government has co-mingled any monies with the General Fund (where it could be, and was, mismanaged).
The financial control officer could review the placement of the funds and see that the proper, or intended, recipient actually received all the money without any "assistance" from the local government.
