More Water Treatment Accords Needed

I was very pleased to read about the St. Croix Sea-Change Accord and to learn that we will finally begin to take care of our oceans, at least in this one way. However, I didn't see any mention of progress in St. Thomas beyond the upgrade activity in 2005 at the Red Point Wastewater Treatment facility. Will the EPA now mandate that the St. Croix accord extend to St. Thomas or do we need to follow their example and bring suit as well?
