Invitation for Bid (IFB) No. 2026-IFB-021
#200 Concordia Property Repairs and Improvements
The Virgin Islands Housing Finance Authority (VIHFA) is soliciting electronic bids from qualified, experienced, and properly licensed General Construction Contractors authorized to conduct business in the U.S. Virgin Islands to provide all labor, materials, equipment, supervision, permits, and services necessary to complete repairs and improvements to the residential property located at Plot #200 Concordia, Frederiksted, St. Croix, U.S. Virgin Islands.
The project consists of demolition, repairs, replacement, installation, and evaluation of structural, architectural, electrical, plumbing, and exterior site elements necessary to restore the property to a safe and compliant condition. Work includes door and window repairs, flooring replacement, rear stairway reconstruction, electrical and plumbing repairs, drainage improvements, exterior concrete work, fencing repairs and replacement, utility room door installation, and all related site improvements.
All work shall be performed in strict accordance with the Contract Documents, applicable building codes, HOME Program requirements, HUD regulations, and all applicable federal and territorial laws and regulations.
This Invitation for Bid (IFB) was issued on Monday, July 6, 2026. All bids, questions, communications, and addenda related to this solicitation shall be submitted and accessed exclusively through VIHFA’s e-Procurement System (IonWave).
All bids must be submitted electronically no later than:
Thursday, August 6, 2026, at 4:00 PM Atlantic Standard Time (AST).
A Pre-Bid Meeting and Site Visit is scheduled for:
Thursday, July 16, 2026, at 10:00 AM AST.
All questions concerning this IFB must be submitted in writing through the IonWave System no later than:
Thursday, July 23, 2026, at 11:59 PM AST.
All updates, clarifications, and addenda will be posted through the IonWave portal. It is the responsibility of all prospective bidders to monitor the system for updates prior to bid submission.
This solicitation is issued as an Invitation for Bid (IFB). Award will be made to the lowest responsive and responsible bidder whose bid complies with all requirements of the solicitation and is determined to be in the best interest of the Authority.
