HUD Gives Virgin Islands Housing Authority High Marks

The Virgin Islands Housing Authority is proud to announce that it Housing Choice Voucher program (Section 8) has received a High-Performance rating from the U.S. Department of Housing and Urban Development under the Section Eight Management Assessment Program (SEMAP) for Fiscal Year Ending Dec. 31, 2025.

VIHA earned an outstanding score of 138 out of 140 points (99%), reflecting exceptional performance in the administration of its Housing Choice Voucher Program.

SEMAP is HUD’s performance measurement system used to assess how effectively public housing agencies manage their Housing Choice Voucher programs. The evaluation examines critical indicators such as waiting list management, rent reasonableness, income determination, housing quality standards, inspections, and lease-up performance. According to HUD’s Caribbean Office of Public Housing, VIHA demonstrated strong compliance across nearly all performance categories, achieving perfect scores in the majority of indicators.

Executive Director Dwayne Alexander stated: “This high-performance designation is a direct reflection of the dedication, professionalism, and accountability of the VIHA team. Our staff continues to demonstrate a strong commitment to ensuring that families across the Virgin Islands have access to safe, quality, and affordable housing.”

HUD’s assessment was based on VIHA’s submitted SEMAP certification, audited financial data, and program reporting through HUD’s Public and Indian Housing Information Center.

This achievement reinforces VIHA’s ongoing commitment to operational excellence, regulatory compliance, and continuous improvement in service delivery to the community.

VIHA remains focused on strengthening housing opportunities, improving program efficiency, and expanding access to affordable housing for residents throughout the Territory.
