Landfill Technologies Corp. of Puerto Rico has been contracted to implement the V.I. government plan to wrap, bale and store St. Croix's garbage on an interim basis until a new waste-disposal system to replace the Anguilla landfill is built. The company is expected to have the temporary system in operation by the Dec. 31 deadline set by federal officials, but where is yet to be decided.

It requires charter boat captains to clear their passengers through Immigration in person if they've visited the British Virgin Islands. Previously, if their passengers were all U.S. citizens, they could just fax a list of their names to the INS office.
