Senate: Continuation of Legislative Session/Committee of the Whole

Senate President Myron D. Jackson advises the public that the Legislative Session held on Wednesday, Oct. 10, at Cleone Henrietta Creque Legislative Hall on St. John will continue at 6:30 p.m. Monday, Oct. 15, at Earle B. Ottley Legislative Hall on St. Thomas.

Subsequently, the Committee of the Whole meeting on apportionment will instead take place at the new time of 8 p.m. Monday, Oct. 15, to address a petition initiative of the St. Croix Government Retirees Inc. of the Legislature, to create five voting districts with nine district senators and six at-large senators.

During the continuation of session, senators will consider:
Bill No. 32- 0193 – An Act to honor and commend the Honorable Eileen R. Peterson for her service to the community, to name the Virgin Islands Casino Commission Building in her honor, and to make an appropriation
Bill No. 32-0316 – An Act amending Title 22, Virgin Islands Code, chapter 65, subchapter II, section 1731, relating to the definition of behavioral therapy with respect to the age of recipients for purposes of health care insurance coverage for children with autistic spectrum disorders to increase the age from fourteen to 21 years of age and amending section 1734 relating to health care insurers’ limitation of the yearly benefit amounts for coverage for behavioral therapy to extend the age limit for the yearly benefit coverage limit of $25,000 to children who are at least 13 years of age but younger than 22 years of age
Bill No. 32-0318 – An Act amending Title 19, Virgin Islands Code, chapter 17, by designating the existing section as subchapter I and adding a subchapter II providing for hospital liens
Bill No. 32-0220 – An Act amending Title 29, Virgin Islands Code, chapter 8, to extend the ban on plastic bag to include disposable, plastic drinking straws, and to allow the sale of reusable drinking straws
Bill No. 32-0312 – An Act amending Title 30, Virgin Islands Code, chapter 5, section 106(a), relating to authorization of the Virgin Islands Water and Power Authority to issue and sell bonds by increasing the Authority’s bond issuance maximum debt limitation from $500,000,000 to $750,000,000 and excluding (1) the amount of any loans from any federal agency and obligation issued to secure such loan and (2) capital leases and operation leases entered into by the Authority from the maximum debt limitation

Committee of the Whole
Agenda:
To address a petition initiative of the St. Croix Government Retirees Inc. on Apportionment.
Members of the public are invited to testify at Monday’s Apportionment Meeting, the second to be held across the territory. The first was held on Oct. 10, at the Cleone Henrietta Creque Legislative Hall on St. John. (The third meeting is planned for 6 p.m. on Oct. 16, at the Virgin Islands Cardiac Center on St. Croix).

On Oct. 1, President Jackson received a letter along with the initiative petition from Board of Elections Supervisor Caroline Fawkes, certifying that it received the required number of signatures – at least one percent of voters of each current legislative district. According to the Revised Organic Act of 1954 Section 12 (6), the Legislature must accept or reject the measure within 30 days.

The initiative seeks to amend Title 2, chapter 6, Virgin Islands Code to create East and West districts of St. Croix; East and West districts of St. Thomas; and one district of St. John. It calls for two senators to be elected from each district, except for St. John, which shall have one senator. It also seeks to create three at-large senators who are residents of St. Croix, and three at-large senators who are residents of St. Thomas. If the proposal becomes law, all senatorial candidates and elected senators will be required to be bona fide residents of either the district or at-large district they are seeking to represent.
