Police Arrest Suspect in February Shooting — Unlicensed Firearm and Ammunition Also Recovered

A 20-year-old man wanted in connection with a February shooting in Frederiksted was taken into custody last week following a traffic stop that led to the recovery of an unlicensed firearm and ammunition, the Virgin Islands Police Department reported.

According to a VIPD police report issued Monday, officers from the Rapid Intervention Team executed an arrest warrant for Ervin Noel Jr. on Friday, May 9. The warrant stemmed from a shooting incident that occurred near Legendz Lounge on Feb. 28.

At approximately 11:52 a.m., R.I.T. officers stopped a black BMW 3 Series near the Reinholdt Jackson Sports Complex after observing the vehicle had no license plate. The officers made contact with both the driver and the front-seat passenger, identified as Noel  and served him with the arrest warrant. He was detained without incident, according to the police report.

Police said the driver was unable to produce valid documentation for the vehicle, prompting officers to initiate a vehicle inventory prior to towing. During the inventory, officers discovered a firearm, ammunition, and a magazine under the front passenger seat.

The VIPD’s Firearms Bureau confirmed that Noel had not been issued a firearm or ammunition license. Detectives with the Criminal Investigation Bureau later interviewed Noel, who admitted the firearm belonged to him, the police report stated.

Noel was arrested for first-degree reckless endangerment pursuant to the active warrant. He was additionally charged with carrying a firearm openly or concealed and unauthorized possession of ammunition, the report stated.

Bail was set at $100,000 for the initial offense and $50,000 for the firearm-related charges. Unable to post bail, Noel was remanded to the John A. Bell Adult Correctional Facility pending his advice of rights hearing, it said.

Man Charged After Allegedly Brandishing Firearm During Altercation

A 65-year-old man was arrested May 9 after allegedly threatening another individual with a firearm during a fight that began at Moe’s Service Station and escalated in the La Reine Pueblo parking lot, according to the Virgin Islands Police Department.

At approximately 9:17 a.m. patrol officers responded to a 911 call reporting a verbal altercation that had turned physical between two men. Upon arrival, officers observed an active fight and immediately separated the individuals, according to the police report.

A legally owned firearm, which police said was used to threaten the victim during the confrontation, was recovered and turned over as evidence, the police report stated.

The suspect, identified as Clemence King, was arrested and transported to the Wilbur H. Francis Command Police Station, where he was processed and charged with third-degree assault. His bail was set at $25,000, but he was allowed to post $1,000 and was subsequently released on his own recognizance, the report stated.

Man Arrested for DUI After Auto Collision on Queen Mary Highway

A 77-year-old man was arrested for driving under the influence following a two-vehicle collision on Queen Mary Highway near Amigo’s Service Station, the Virgin Islands Police Department reported.

The incident occurred around 8:14 p.m. on April 25, while an officer was en route to a separate service call. Upon arriving at the crash scene, the officer interviewed both drivers and observed that one of them — identified as Alfred Oscar — exhibited signs of intoxication, including slurred speech and difficulty standing unassisted, according to the police report.

Oscar admitted to consuming alcohol, according to the report. A field sobriety test was conducted and he failed. He was then arrested for driving under the influence.

Oscar provided his driver’s license in lieu of bail, police said.

Man Found Dead in Red Hook Lagoon Identified as 65-Year-Old Resident

Responding officers, along with rescue personnel, located an unresponsive male in the lagoon. Emergency responders checked for vital signs but confirmed the man showed no signs of life.

The deceased was later identified by next of kin as 65-year-old Lennox Todman. The cause of death is pending the results of the medical examiner’s report.
