Chief Justice Rhys S. Hodge and Presiding Judge Harold W. L. Willocks have announced that as part of the third and final phase of the Case Management System implementation, the Judicial Branch of the Virgin Islands will launch electronic filing (eFiling) for the Superior Court on Aug. 31. Members of the V.I. Bar in addition to pro se litigants will be able to access this new eFiling system through the unified portal for both the Supreme and Superior Courts. This portal can be accessed by visiting https://usviefile.vicourts.org.

In preparation for this launch, the Superior Court Case Management System will be offline at 5 p.m. on Thursday, Aug. 20, through 11:59 p.m. on Sunday, Aug. 23, for scheduled maintenance.

Additionally, prior to Go-Live on Aug. 31 both the Supreme Court Case Management System and the Superior Court Case Management System will be offline from 5 p.m. on Thursday, Aug. 27, through 11:59 p.m. on Sunday, Aug. 30, as final upgrades are completed. The public is further advised that there will be no access to the Supreme Court’s legacy e-Filing system, online payment portal and docket during the upgrade.

In preparation for the new system launch, members of the Virgin Islands Bar are strongly encouraged to register online for the court’s upgraded electronic-filing training which will be offered on Thursday, Aug. 27, and Friday, Aug. 28. Registration is now open until 4 p.m. on Friday, Aug. 21, by visiting www.vicourts.org. Training will be held remotely via WebEx, and confirmed attendees will receive meeting and passwords credentials upon registration. Attorneys will also receive CLE credits for attendance following the completion of the training.

To accommodate members of the Virgin Islands Bar, several sessions are being offered:

Thursday, Aug. 27, from 9:30-11:30 a.m./ Noon through 2:30 p.m./ 3-5 p.m.

Friday, Aug. 28, 9:30-11:30 a.m./ 12:30 p.m. through 2:30 p.m./ 3-5 p.m.

Following the implementation of eFiling on Aug. 31, the Superior Court will not accept any conventional and in-person filings by attorneys for civil and probate cases. Only prose litigants shall be allowed to continue to file conventionally. Attorneys are also advised that filing documents via email will no longer be a means of electronic filing.

All existing e-file users will have to reset their credentials by choosing the “Forgot Password?” link at the e-filing login page. Kiosks will be made available in the lobby areas of court facilities for attorneys and/or members of the public to electronically file.

The judicial branch is pleased with the overall success of the Case Management System project and the consistent improvement of access to services to both its judicial partners and the community-at-large.
