The Virgin Islands National Guard (VING) will conduct a retirement ceremony for its former territorial adjutant general (TAG). The retirement ceremony for Brigadier General Deborah Y. Howell is scheduled for noon, Friday, March 29, in the Brigadier General (VI) Gerard L. James Sr. Joint Force Headquarters at the Estate Bethlehem Military Installation on St. Croix.
Brig. Gen. Howell graduated from Charlotte Amalie High School on St. Thomas in June 1978. She holds a Bachelor of Arts in Business Management from the University of the Virgin Islands and a Master of Science degree in General Administration from Central Michigan University.
Throughout her 35 years of military service, Howell held a variety of command and staff positions. Her military career began with graduation from the V.I. Military Academy 1st Officer Candidate School; she was direct-commissioned as a second lieutenant.
Howell’ s military awards and decorations are numerous and include the Meritorious Service Medal, Army Achievement Medal, National Defense Service Medal, Humanitarian Service Medal and Global War on Terrorism Service Medal.
All are required to have a photo ID to present for access to the military installation.
