Gov. Albert Bryan on Monday named former Virgin Islands Police lieutenant and U.S. Army veteran William “Billy” Harvey as St. Croix District chief of police for the V.I. Police Department.

The news was announced Tuesday in a release from Government House.

Harvey served 23 years with the VIPD as a patrol sergeant, lieutenant, supervisor of the Drug Enforcement Agency Drug Task Force, and training supervisor. He also served as a zone commander, traffic commander, and territorial training director during his years with the department.

“The community has high expectations for our Virgin Islands Police Department and our administration, and I believe the VIPD will continue improving on its operational success with Chief Harvey again in the ranks,” Bryan said in making the announcement. “He brings the required vigor to the post, as well as a wealth of institutional knowledge. He knows the community, and his military operational background and his extensive police training and drug interdiction experience makes him the right person to lead operations in St. Croix. Chief Harvey will play an integral role in our administration’s law enforcement strategy.”

Harvey also is a veteran of the V.I. National Guard and U.S. Army Reserve, where he served in various capacities, including as a military police officer and as a military corrections officer.

Harvey joined VING in 1980 and continued his service to the nation as a member of the U.S. Army Reserve, where he most recently served as a physical security non-commissioned officer, and antiterrorism level II non-commissioned officer. He was deployed in support of Operation Enduring Freedom and stationed at Camp Arifjan, Kuwait, where he served as protective services detail non-commissioned officer in charge and personal security officer for both the Third Army commander and deputy commander. He also deployed to Kosovo in support of KFOR 11, where he served as operations sergeant, and to Guantanamo Bay, Cuba.
