*the Public Services Commission’s decision to delay the requested base rate increase;
*Moody’s Investor Services bond rating downgrade;
*the potential ramifications of approval/denial of future base rate increase requests;
*the Virgin Islands Waste Management Authority, Juan F. Luis Hospital and Roy L. Schneider Hospital’s continued debt to WAPA;
*and steps being taken to address missing payments and to ensure timely payments to WAPA.
