Why Is WAPA Spending Money on a Retreat?

Dear Source:
With the VI economy in the state that it is in, it is incomprehensible our WAPA board finds it necessary to spend money on a retreat. The board should be an example and exercise restraint and utilize teleconferencing instead of spending money on airfare and a hotel meeting room with catered meals.
Too many of our government entities and officials are not operating in the real world and continue to spend taxpayer money without a care for their constituencies.
