How About Using a Xerox Machine?

Dear Source:
You would think that on an island with the descendants of slaves, there would be no tolerance for any discussion about making anyone second-class citizens by constitutional law or decree. Some of what I have read about the proposals made are just that, establishing a first and second class of virgin islanders. I wonder if the people making the proposals are concerned about having to make reparations down the road to those they have denied equal rights. All in all what I have seen has no chance of being approved by the congress of the US of which the Virgin Islands is a part.
Here's a hint for the convention members: just copy one of the other states or territories that have one that's been approved, change a few words to make it apply to our territory and then sit back and reap the accolades you will receive. Too easy right!!!!!
