FBI Nabs Murder Suspect from Puerto Rico in Frederiksted

April 11, 2008 — FBI agents arrested a Puerto Rican man on St. Croix Friday wanted for murder and carjacking in Rio Piedras, the bureau announced.
Samuel Ortiz-García was arrested without incident at 47 Hospital Street, Frederiksted, said FBI spokesman Harry Rodriguez.
"The FBI located Mr. Ortiz-García due to the hard work and tenacious effort by the FBI agents working this case," Rodriguez said. "Just good old-fashioned hard work pounding the pavement."
Ortiz-García, also known as Sammy and El Primo, was wanted for a May 12, 2007, incident outside a Subway restaurant in Rio Piedras. He and two other men allegedly attempted to steal a car from Gilberto Santiago-Quiñones.
Ortiz-García shot multiple times into the victim's vehicle after his alleged-accomplice, Giovanni Torres-Rosario said, "He's tough, shoot him," according to Rodriguez. Santiago-Quiñones died from his wounds.
Charges were filed Sept. 25 against Ortiz-García, Torres-Rosario and Agustin Rodríguez-Adorno in a four-count superseding indictment by a federal grand jury in the U.S. District of Puerto Rico for allegedly committing the carjacking and murder.
FBI agents arrested Rodríguez-Adorno June 12 and Torres-Rosario Sept. 19.
Ortiz-García has been a wanted fugitive since June 2007.
"The capture of this dangerous individual was the result of the collaboration of various law enforcement agencies in Puerto Rico and the U.S. Virgin Islands," said U.S. Attorney Rosa Emilia Rodríguez-Vélez.
