Something Doesn't Sound Right

Dear Source:
According to the Source article on Prosser's appeal, his attorneys "argued that the bankruptcy judge's decision would place in jeopardy the phone company's franchise, granted by the V.I. Public Services Commission." Is this an implied admission that Prosser controls the PSC? Wouldn't the PSC be bound to continue the franchise as operated by court order? I certainly hope the PSC wouldn't hold up for over two years such a decision, if they are required to make one, as they have in other matters of vital importance to the public. I just don't like the sound of that argument.
