Education Chief Names Gregory as Assistant Commissioner

Aug. 31, 2007 — Donna Frett-Gregory has been tapped by Acting Education Commissioner Lynn Spampinato to be the department’s assistant commissioner for operations, according to a statement issued Thursday.
In June, Gov. John deJongh Jr. named Gregory interim acting commissioner, saying that her experience as the department's chief financial officer qualified her to fill the slot and tackle issues such as summer maintenance, purchasing supplies for the upcoming school year and working with the territory's third-party fiduciary.
Prior to that appointment, Gregory held the position of deputy commissioner for fiscal and administrative services which encompassed oversight for the territorial operations of Federal Grants and Audit, Budget Control, Business Administration, Computer Operations, and Property and Auxiliary Services divisions as well as the Warehouse.
As the assistant commissioner, Gregory will maintain fiscal oversight in addition to other assignments, according to the release. Spampinato praised Gregory for her work ethic as well as the knowledge she brings to the job.
“As one of the first persons I met at the department, I was impressed by Donna Gregory’s direct approach to getting things done," Spampinato said in the statement. "She has further impressed me as a serious advocate of reform and fiscal accountability in public education.”
Gregory has more then 20 years of public financial and administration experience coupled with understanding of territorial and federal fiscal principles governing the executive and legislative branches. She holds a Master of Arts in Public Administration from the University of the Virgin Islands and a Bachelor of Science in Business Administration from Morgan State University.
Accepting the appointment, Gregory said, “It is with a deep sense of pride that I accept the position of Assistant Commissioner of Operations as a part of the new face of the Department of Education. I am a firm believer that the issues we are currently facing in Education can be fixed with strong leadership and a team committed to making the difference a reality.”
