WAPA Can't Collect from Government, So Shut off the Power

Dear Source:

Can someone tell me why doesn’t WAPA turn off the power to the governmental entities which are so far behind in paying their bills? They don’t hesitate to do that to the rest of us. I can never get an answer to this question.
