Resident Concerned About Being Denied the Right to Vote in Runoff

Dear Source,
I voted in the General Election by absentee ballot and would like to do the same in the run-off election since my temporary absence from the island continues. However, with the runoff election scheduled for Tuesday, November 21, 2006, just four days away, it seems as if I will be disenfranchised and denied the opportunity to participate in the runoff election. Please allay my fear that this undesirable outcome might actually happen.
