Why Does an Outgoing Senator Abruptly Change His Mind?

When an outgoing Senator joins a petition calling for a special lame-duck Senate session to deal with four bills vetoed by the Governor and then abruptly rescinds his signature, thus at least temporarily scuttling discussion on the subject, one wonders what prompted his action.
