Finance Commissioner Becomes Acting Governor

Sept. 22, 2004 – Gov. Charles W. Turnbull and Lt. Gov. Vargrave Richards left the territory Sept. 21 to attend a conference sponsored by the Secretary of Interior Gale A. Norton on business opportunities in the islands. The conference is being held in Los Angeles and focuses on attracting businesses and investments to the territories.
During the absence of the governor and lieutenant governor, Finance Commissioner Bernice Turnbull assumes the duties as acting governor of the Virgin Islands, according the Revised Organic Act of 1954, as amended,
Richards is expected to return to the territory over the weekend. Turnbull is due back during the following week.
