Auditors Should Have Detected Plaza Extra Tax Evasion

Dear Source,
I run a Medical practice in the city of Beaumont, and every year we receive an audit form from the city government. We report all our assets (including the practice income). The government then double checks the information and we pay taxes based on that information. If the government disagrees with our statement they send out an auditor to double check and correct it as appropriate.
How is it possible for Plaza Extra and it's management to understate their taxes (not income) by such a ridiculously large sum without the government auditors picking it up. If the taxes due were about $60 million, then we're talking of an income understatement of well over $120 million. What was our government doing, or not doing, to have missed such a large cover up in these times of economic hardship in the VI? Perhaps we need to look a little deeper at who else may be involved here. Perhaps an independent (not senate appointed) CFO would have seen this a long time ago. Perhaps our Representative to Congress is on the right track.
