June 3, 2004 – The Source has posted the governor's proposed FY 2005 budget in its entirety as a .pdf document which can be accessed by clicking here.
The 456-page document includes summaries of:
– Appropriation requests by activities and funds.
– Department schedules by prime accounts.
– A revenue overview.
– Actual and estimated General Fund revenues and contributions.
– A combined statement of revenues and expenditures.
There are appropriation bills for the Business and Commercial Properties Revolving Fund, the University of the Virgin Islands, the Government Insurance Fund, the Health Revolving Fund, the Indirect Cost Fund, the Internal Revenue Matching Fund, the Caribbean Basin Intitative Fund, the Anti-Litter and Beautification Fund, the V.I. Taxicab Commission, the Sewage System Fund, the Transportation Trust Fund, the Public Services Commission, the St. John Capital Improvement Fund, the Tourism Advertising Fund, the Union Arbitration Award and Government Employees Increment Fund, interest earned on debt service reserves and the Executive Branch.
Budgets are set out for the Agriculture, Education, Finance, Health, Housing Parks and Recreation, Human Services, Justice, Labor, Licensing and Consumer Affairs, Planning and Natural Resources, Police, Property and Procurement, Public Works, Tourism Departments.
And for UVI, the Office of the Governor, the Office of Lieutenant Governor, Office of Management and Budget, Office of Adjutant General, Office of Inspector General, Office of Veterans Affairs, Juan F. Luis Hospital, Roy L. Schneider Hospital/Mirah Keating Smith Community Health Center.
And for the V.I. Elections System, Internal Revenue Bureau, V.I. Fire Service, Personnel Division, Information Technology Bureau and the Hospital and Health Facilities Corp.
There is a schedule of the principal and interest due on the territory's long-term debt.
And enabling legislation is provided for the governor's proposed St. Croix Capital Improvement Fund, Crisis Intervention Fund, Prior-Year Adjustment, Wage Negotiation Moratorium, Infrastructure Maintenance Act, Hotel Occupancy Environmental Tax, Personal Property Tax, Cellular Phone Tax, V.I. Public Television service, and Interest Revenue Fund.
Finally, there's a listing of federal grants.
