Dear Source,
I have had the privilege of meeting and working with Elton Lewis for a brief period after Hurricane Hugo when he was heading up a section investigating 'improprieties' in the department.
He was very straightforward in the business dealings, stating his need and desires and definitely asking no favors.
It appears that, for too long, certain members of the V.I. Police Department have not had to produce proper performance and that they have not had to document their performances either.
Do police officers have to log their daily, or hourly, activities? I think not. Other jurisdictions officers do, why not here?
On our force there are officers who can show nothing, no accomplishments, in some cases no arrests — nothing.
I fear that it is the do-nothing officers and their higher rated superiors who are inhibiting Commissioner Lewis' attempt to improve the department.
