LAYOFFS HAVE OFFICIALS SCRAMBLING TO SAVE JOBS

I find this article on layoffs and scrambling for jobs very informative. How is it that the Legislature is able to find money — a million — to save 27 temporary inspectors and clerical workers of the Motor Vehicle Bureau?
Where is that money coming from, and is it possible for them to share some of the expense for the nurses?
