GERARD, CHINNERY, ANDREWS GET HIGH POSTS

Gov. Charles W. Turnbull on Friday nominated Frandelle L.T. Gerard, a St. Croix insurance executive, to be director of the Industrial Development Commission.
He also appointed Wayne Chinnery to head the V.I. Law Enforcement Planning Commission and Karen M. Andrews as chief negotiator for the Office of Collective Bargaining.
Gerard has been president and CEO of Markoe Agencies since 1990. For the nine years prior to that she was Markoe's claims manager, life and health insurance manager and treasurer and assistant manager.
She chairs the St. Croix Foundation for Community Development and has been active with many other community groups as well.
Gerard will assume her post April 12.
Andrews, who has worked for the Virgin Islands government since 1973, has served in several administrative positions, including director of Personnel from 1991 to 1995 and administrative officer for the departments of Education and Finance.
Chinnery, a St. Thomas attorney who has run for governor twice, will be Turnbull's drug policy adviser as part of his duties with the LEPC.
Chinnery is a former director of labor relations for the Department of Labor. He assumes his position as LEPC administrator April 12.
Gerard's and Andrews' nominations have been sent to the Legislature for confirmation.
The press releases announcing the three appointments did not give their salaries.
