On Wednesday, June 5, Gov. John deJongh Jr. presented a radio address outlining the economic problems facing the territory and proposing legislation to deal with it.
I was disappointed to hear the news that Commissioner Nouvelle Francis would be leaving this VIPD important leadership post.
Nouvelle Francis has been an important part of our process of "upgrading" and improvement in VIPD for many years now- as Chief of Police under Commissioner Elton Lewis; Ass't Commissioner under Commissioner James McCall and in last post as Commissioner under the Gov. John de Jongh Administration.
Nouvelle Francis has been an excellent role model for both demonstrated positive customer service skills as well as important Communication skills. He understands both the importance of VIPD Command and in developing a positive working relationship with the community that the VIPD serves.
Commissioner Francis has been instrumental in developing our VIPD to an entirely different level of interaction with our Community- helping to instill trust to undo the too many years of "fear of involvement".
As an active community volunteer, I have always found Commissioner Francis approachable, pleasant to interact with, responsive to St. John issues and supportive in working to build a safer Community.
Commissioner Francis will be sorely missed however his contributions to a much better force are exactly what we have needed in the process of "VIPD evolution".
I hope that he does continue to work "internally" to help build the VIPD further. into a better force!
Commissioner Francis, many of us have deep admiration for your skills and wish you well. It is time for you to start enjoying your life and family more...and know that this time has been well earned by you. The Very Best and we hope that your replacement recognizes that engagement in each Community individually, promoting Community Policing with open communication and citizen involvement will continue the good work now in progress.
Commissioner Francis-Thank You for the great contributions and the personal sacrifice you have made in your many years in the force in your service to our Community! Bravo to you!
